I've actually seen crap like that rolling around with stock wheels and tires. Maybe couldn't afford wheels and tires after being lifted and looks super goofy.
Depending on the area, they cant run their normal off-roadish tires and rims, as they are to wide, to tall, or have missing mud flaps.
