first ar, though I'm quite comfortable with the m-16/m-4 layout, fav rifle of those that I've had the pleasure of shooting.

NCStar stuff is good for looking like you have the real thing. My advice is to save your money and go without or spend a little more and get something more durable. I'd stay away from the Carbon 15. I've never seen an aluminum receiver break, but I can't say the same for the polymer receivers. For that ~$600 budget you have, look at the Smith & Wesson M&P 15 Sport. The Oracle you mentioned isn't a bad option. It sounds like you know this, but don't go into this thinking you're getting a $1200 gun for $600. There are corners cut to get a rifle that looks like a Colt to cost half as much. My budget is not rock river friendly. But I have looked at 2 mainly so far. Dpms oracle and the bushmasters c15. I know there is a lot of options for builds and just other guns but those are in my range and they are IN STOCK. Which seems to be the hardest part of this purchase. Any have any experience with those? I am not looking for a combat ready arm. This is going to be a bulk fed target gun maybe some coyote MAYBE.
