Nope, looks like its in NYS. Probably close to NYC if I was to guess.

Both have New York plates & the cop car looks like NYSP. No Mexicans, so you dont have to worry.

I was just told by a friend that that pic was taken on the 190 (?) in Buffalo a while ago (I'll take his word for it as I am not to familiar with Buffalo). Those toll booths are no longer there. Wonder why
