Close. This has 2 cylinders per wiper. This is a Series 1 E type. The Series 1 and 2 only had the inline 6. Not until 71 or 72 did they have the V12 (I became infatuated when I worked for a guy who had an XJS and his wife had a XJ12 Vanden Plas).

That's exactly what it is. It's the GM accessories brush guard. I haven't seen any other Envoys with it. I think its unique and I like it. The previous owner must have had it installed at initial purchase along with the large polished aluminum GMC stamped exhaust tip on my resonator.

It's an older thread but I'll add my two cents for anyone else that runs into one.
