Looks like maybe the plug for the intake air temp sensor?

Yeah, there's a sensor on the intake tube that I'm pretty sure that it goes to. You're missing the intake tube, resonator, associated PCV hose, etc.

On the back of the intake tube, where it connects to the throttle body, is where your sensor should be.IMG_20180122_224054.jpg

Take a look at this, and see if it matches up. The title of the video is in the screencap (but it's a lousy 'how-to')

SAIS solenoid plug? I see the block off plate is there and solenoid is missing but maybe it had the solenoid until failure and then a previous owner removed the system? That's my guess, exactly where it lines up to. But I'm not familiar with the SAIS as I don't have it.

Either way, appears to be an 8 (or so) pin plug.

Yeah the more I look at it the more I realize it is too big for that air temp sensor.

It has been too long since I had my 02 TB so I can't remember all of it.

This image displays what @Reprise suggested... it is an interior closeup of the Shrouded (7) Male Pin Connector for the FUEL RAIL EFI Wiring Harness. The plug that is free on your engine looks like the Female Counterpart leading to the PCM for this Connector:
