Ever tried calling at&t about a problem? Once the transfer you to a "technician" that's pretty much what you get. I can barely understand them.

I worked there for 11 years. I trained, then trained the trainers, of a lot of the US based tech support for dialup, ISDN, dsl, etc. Moved into management, moved up, moved up again, and then trained my replacement in India.
