AT&T uses SLPPP. Most likely you're running either an Efficient or 2Wire modem. Whatever is making the connection (sending the username and password such as a modem with built-in router or the modem that has username and password built-in or finally if it's bypassed and you are using a third-party router to send username and password authentication) will be picking up the IP address. Turning off the computer alone won't do it and the device making the connection is also supplying the Mac code (some routers can be set to copy the Mac code from the computer). To pick up a new address it takes a good 5 to 10 minutes of the device being turned off.
One of the best browsers (beyond TOR) is the portable version of Firefox, as far as privacy goes. You download the file onto a Flash drive and open it on the flash drive. It leaves no cookies on your computer, no tracking, no nothing. You might try that if the site still gives you a problem. You can also look up "free proxy server." What you're doing is surfing to one website and it has shoe surf from that site to another.
