Can you test the t-stat? I know it is a stretch, but it could be failing closed.

Next would be a wiring issue to the fan. No codes is weird.

Have you replaced the radiator cap? If they fail, it can cause overheating even when other stuff is working properly.

sorry i was late i fixed the leakage of the water because the radiator top cover was bad and i changed so no leak anymore but still the same tempreture and the proplem why the fan is loud at cold start only after that when it heats up and overheat the fan is at idling not more than 600rpm weird thing with P0495

At idle the fan can't be any higher than 600 RPM because that's all the engine speed is.

If he's getting the P0495 code, it has to be electro-viscous. Maybe swap the relay with the one for the headlights (they're the same) and see if it improves. Another thing to check is for any blockage in the radiator and A/C condenser. Another member from SA had a lot of sand in it.

Check my signature on how to test the electro-viscous fan clutch. You could have gotten a dud. What brand was it? Do you have a scanner or other method os getting actual temperature readings from the OBD rather than relying on the gauge? You say that the coolant boils out near the cap. It shouldn't since it should overflow into the coolant tank. Is the hose properly connected? Has the cap been tested or replaced?
