blend door actuator malfunction

I'm still having problems w/the actuator not functioning! I have tried to reset it multiple times after putting 2 new actuators in! I used a hose to listen for it cycling but can't hear anything! It's mighty hot here in Texas!
Can anyone help me?

If 2 new actuators do not work, then you have either a wiring issue or the HVAC control panel is bad.
