Should Tie Rods Rotate?

Yesterday while I had the drivers tire off I grabbed the outer tie rod and was able to rotate it around its axis only stopping at the connection point on either side. The outer and inner tie rod turned all together. I watched Roadies video clips but I am not sure side to side rotation is good.

The inner tie rod end is a ball socket, so it'll spin. That's actually how they get the toe alignment right.
