hoist/wench question

is it posible to just buy the part thats circled on the picture? its the only thing that broke off after it rusted. the cable is in good shape actually. and this is a web pic. my winch/hoist is still attached to the vehicle.

Why would GM do that when they can sell the whole thing from $100? Seriously, never saw it separated.
