how would you wire one of those up? and use it?
You need some kind of amplifier. I'm using a fed sig pa300 that i've disassembled and wired the components I needed.

That's nice! How much does something like that cost?
I broke my first ts100-n because i mounted it in the wheel-well, so don't do that.
so i had to order another speaker, i went with the as124.

AS124 - Speakers | Federal Signal

You can pick up the as124 anywhere from $60 to $150 bucks.
I got mine for $35 from bizsurplus on ioffer. The site seems sketchy and at first, and I thought at one point i had I got scammed, but this guy is the real deal.

iOffer Stores - bizsurplus's Store

I'm powering the speaker through an old fed sig pa300 that i dissasembled.
Its nice because it takes a 12v draw and amps it up to 100w.

PA300 Series - Sirens | Federal Signal

I've had mine sitting in a box forever with other goodies, so im not sure where you could find one, but any PA system with 100w+ output should work.

Then, i just spliced together some 3.5mm jacks, one dangling (source: ipod/phone etc) to a split one to aux input on deck, and one to PA300.

Shouldn't there be two?

Would it work with a plain 150-watt amplifier?
I would expect it would; most amps have at least 2 channels (left and right), to get the full advantage of the amp, there should be a speaker for each channel.

A lot of them also have a bridged mode that puts them into mono to get the full power.

Oh I know that, lol, which is fine if your using it as a PA, or for a siren.

It's a great idea, just thinking if we're hearing music, we should be listening to it in stereo, just sayin'
