Do auto makers have to stock parts for 10 years?

Unfortunately, no. This is basically an urban myth that there is a law that forces auto makers to have parts available. However, historically, at least what I have noticed with GM, they usually have parts for about that amount of time. After the GMT360 line stopped being produced in 2009, most parts are no longer available, however some still are, like the engine mounts, that I bought last year from a dealer.

For the past 50 years I also had heard this same info. To bad it just ain't so. I suspect someone is rolling over in their grave with this B.S. they started.
I was wondering if there is a patent on the part and the manufacturer isn't making it anymore if the owner of the patent has any right to sue someone for making the patented part which currently not being made.

We do have to remember that the majority of parts do eventually become available from the aftermarket. The problem with the guy with the Cadillac Lyric is that it's so new that there are no aftermarket parts available and GM are prioritizing the production of complete new vehicles rather than making parts available for after sales non-warranty repairs. If this was a safety or warranty issue, they would have no choice however I have seen many parts that are "backordered" for warranty work with vehicles remaining parked for months at dealerships.

However, the Lyric was involved in an accident so it's no fault of theirs. There is nothing that requires the OEM and dealers to have parts available in these instances. You would think that the aftermarket would see an opportunity to make these parts and charge a premium for them since the OEM is not making them available.

Sales of the Lyric have been surprisingly good so no surprise that GM are prioritizing the production line.
