Begin with the issue of the PRNDL Shifter NOT Unlocking:

In order to keep the Engine from being Accidentally Started by a 'Klever Kindergartner'... there is a Solenoid Button that Locks the PRNDL Shifter in the PARK position to prevent the Kid from taking the SUV on a Joy Ride if the Keys get left in the Ignition.

However, whenever there is sufficient Foot Pressure applied on the Brake Pedal along with the Ignition Key being turned to the Start-Run position, it makes an electrical connection to the Park-Lock Solenoid allowing the Battery Voltage to reach it and activate the Release Pin accordingly. This Ignition-Starter System Diagram will show the interconnecting Safety Devices that prevent the Vehicle from starting and running without an Adult sitting behind the Wheel and in control:

However... THAT Solenoid will only operate if there is Sufficient Battery Voltage of around 12.5 Volts DC to power up the PCM, The Park Lock Solenoid AND the Park Neutral Safety Switch...as ALL Three must be in agreement before the PCM will allow the Engine to Fire Up.

This next Diagram shows that the PNS (Park Neutral Safety Switch) has (2) 13mm Bolts that allow for the variable (and subtle) re-positioning of the body of the switch... and if that item gets Mis-Aligned... the PNS will NOT allow the electrical circuit to complete because it will indicate that the Transmission is neither in the Park nor the Neutral Position ...and the SUV will NOT be able to Start and Run the Engine because ANY other positions would mean that the Transmission was IN GEAR. Period.

If you later determine If the Problem Lies within the recently repaired Fuel Pump...Fuel Delivery System... Consider following this information:

Please Download and save these Diagrams and the Video linked below as well... And ...During these Suggested Test Procedures: BE CAREFUL NOT TO SPREAD OPEN THE FUEL PUMP RELAY TINE SLOTS TOO FAR ...AS THE RELAY WILL NOT STAY ELECTRICALLY CONNECTED. Just be careful ...and treat those contact slots with Due Care:
