Try pulling the connector from the VSS Harness and check within for Powers & Grounds and also Check the Data Line in that Harness either heading back to either the BCM or the PCM has Good Continuity...or not... due to a Problem Comms Wire.
This is one place an analog meter will work --- on the signal line coming from the VSS itself.

Hook up to the return leg after you open the circuit to the computer, and watch the analog needle swing as the signal comes down the wire. Of course, the other meter test clip goes to the VSS ground wire.

No swing? Bad sensor or tone wheel.

Watching a digital display will give you a headache trying to discern if the resistance went up or down or quit and got healed up again .... ya know?

You will NEVER get any "Push-Back" from me about using an Oscilloscope to be able to see and record Temporary Glitches at time scales that are damned near impossible to discover on a Typical DMM.

The same kind of "Fish-Bite Misfire" problem can manifest on vehicles with MAF Glitches, too... and likewise...only show up when properly Back-Probed.. .and "Scoped".
I agree --- I just counterposted about using an analog meter for the VSS diagnosis --- and there, it is a good test ... but I don't think an analog on the MAF would be a good (safe) test.

Any time there's a tone wheel, an analog meter will work --- but piezo circuits are risky to test that way.
