Pull the HVAC-B fuse for about 10 seconds, put it back, turn the key to RUN but don't start, don't touch HVAC controls while it calibrates the actuators. Should just be a couple minutes.

Thanks Mooseman. I received a new actuator and replaced the suspect actuator. It is not making the rotating noise, but it does not switch between the hi and lo vents. I opened the original actuator expecting to see some broken teeth, but I did not. It indicated it was 'out of range' so I positioned it so it was "in range" and connected it to see what it does. When I keyed on, it moved to the mechanical stop of the actuator and stopped and would not move again. With the actuator out, I was able to reach the gear the control the flap and switch between the hi and lo vent and move it back and forth, so that's not bound up. The actuators need to be recalibrated. When I recalibrate the actuators, do all actuators go to both stops to find out where they are?
If you opened up an original actuator of the design that has the small gear on the circuit board you MUST NOT change the position of the gear on the circuit board in relation to the large gear that moves the shaft with the flap. There is a very specific relationship of the large gear and the small gear on the circuit board.
You originally mentioned it was a blend actuator that you would be replacing. The actuator that changes from hi (panel) vents to lo vents is not a blen actuator. That is the mode actuator. A blend actuator adjusts temperature, not directions.
