What is this light?

What does this light do? It does not light up, I think the bulbs are burnt but I need to know it's function first. Thanks.

The owners manual calls them "Front Sidemarker Lamps". They take a 194 bulb.

Okay, thanks, I guess the bulbs are bad because they don't work at all.

They are on when the running (parking/tail) lights are on.
