You could lobby your states to do like Oregon and forbid salting the roads because it kills fish and ruins the groundwater and eats cars and keeps the muffler shops rich. Sand is perfectly enough for ice.

Make everybody learn how to drive on snow and/or put on chains and not expect the government to melt it for you and get the employers on board to not fire people on snow days if it's too treacherous and you could solve all sorts of problems.

Salt does NOT have to be put up with.

The solution I found (southern CA) does have a pretty high cost of admission, however.

They can't get people to put down the cell phone or not drive 50 mph in the fast lane, and you expect them to get people to learn how to drive in the snow??? Ain't gonna happen!
