Can I switch pcm from a 07 to a 08 if I swap the lock cylinder and housing with it
No. They are totally different. 07 is a 7x crank trigger and 08-09 is 58x. It's not just the programming/software but they are also physically and internally different as well as separate ECM and TCM.

02-05 7x, P10 PCM
06-07 7x, P12 PCM

@Mooseman and @limequat Someday, we will be blessed to have a machinist discover this engine and fall in love with it as we have!

Said machinist could develop and manufacture a kit for the aluminum valve cover 2006-2007 engines to install a reluctor that marries to the front of the intake camshaft sprocket, imitating the 2008-2009 engine crank. That would be a reluctor that has 60-2 (58x) for each 180* of cam rotation.

This kit would be the bridge needed to explore the limits of engine tuning the E67 ECM on engines based on the stronger, more robust counter weighted 7x crankshafts.
