You probably need the HDM, (Headlight Driving Module) (#46) ? in the fuse box....pricey little booger.

Swap #45 & 46 to verify.

gmcman, relay #46 operates both low beam headlights, the OP appears to have only the passenger side out.

OP, a new headlight is usually the first thing to try, and, I know you have changed it, the next is the fuse (I know, you checked). Fuse #3, in the under-hood box, is the passenger side.

If they are all good, the only thing left is the wiring to the lamp. Look at the socket, sometimes they melt; check the ground wire, maybe it's disconnected, or dirty.

The ground wire is shared with the high beam, so if the high works, then the ground to the frame is probably OK.

20 seconds with a voltmeter could tell you for sure. Harbor Freight has them for under $6, $3 on sale. Can you get one? Pretty critical piece of troubleshooting kit for modern vehicles.

Some times the new light is bad. A continuity checker would confirm.
