missing fuses

2005 trailblazer only had it one year today found that numbers 54 and 55 air sol fuses were gone. why would previous owner have removed them? the suv runs ok without them what do they do? the engine will stumble when cold with air conditioner on but after a few minutes works right. I have put a lot of money and work into this money pit so far including a new fan clutch and water pump a new battery and all new power steering lines cleaned throttle bore and replaced fluids and plugs. now bad cluster which I tried a diy on stepper motors and used a too hot iron and lifted some pads so now I'm looking for a affordable repair person to fix my fix...can any one answer any of my questions?

Best guess is the Secondary Air Injection System (SAIS) was farked and they didn't want to mess with it, so they removed the fuses. If it throws the CEL, you can have the code tuned out. It's a PITA and not worth the hassle of it actually working.
