License Plate Holder Hitch-Mounted GM 12495709

Doing some ebay searching and I came across this. It says hitch mount, but for the life of me I cant figure out how it attaches, any one have any idea?

Googled it and found "it is recommended for use with hitch mount carriers to make the license plate clearly visible."

Apparently it doesn't attach to the hitch itself but to the carrier.

So basicly the U bolt goes through the bracket and around what ever is attached to the hitch?
