Headlight Problems

I have a 2014 Buick Enclave - Premium Package and am having issues with the driver side headlight (HID Articulating Headlight...moves when car is turned). A couple of days ago it went out and since then it has been working off and on. So I am wondering the following:

1. Is it the headlamp bulb or the ballast? Is there a way to test to see which it is? What is the part number for each and where is the cheapest to buy?
2. I have read that some people have repaired themselves. How hard is it? Is the articulating headlight harder to replace? Has anyone replaced by going through wheel well (jacking up car, removing tire, and removing the wheel well liner)? Does any adjustment need to be done after the bulb is replaced?

Switch the passengers side ballast with the drivers side and vice versa. If it moves to the passengers side, it's the ballast. If it doesn't, swap the bulbs around and see if it moves then.

If you're replacing the bulb, no adjustment is necessary.
