New hose is oem GM#15131046 but has a flapper valve inside & old one doesn't? I did have the tank recall done years ago so not sure if this new tank to pipe hose ir current or what?

My 02 had one, basically a large ping pong ball, for rollovers, but it was part of the tank's neck, not the tube. If we have a filler cap, why do we need such a thing? Extra safety I guess. I remember a YT video on repairing an early EXT's tank with a broken inlet and it was mentioned that you lose this rollover valve with their fix using brass parts. Maybe later years they moved it to the tube itself.
I got the spectra neck today, really gotta push on that hose to tank to get that hose to seat on that nub/boss up top wtf! I had to lube the other end to neck but of course used overkill which I fought to the end
