Emergency brake cable assembly tilts to one side

I was underneath my trailblazer and i noticed that when I pull my emergency cable the cable assembly tilts to one side. I attached a photo showing the problem.
Wondered if anyone else experienced this problem. thanks

Looks like either one of the ebrakes are frozen and not working, or one is VERY worn or out of adjustment.

I'd pull the rear rotors and take a look.

I pulled the rotor on the side of the car where the cable is not moving. Then i pulled the emergency brake and the shoes did not move at all.
I guess the cable is seized up.

Actually the brake shoes are pushed tight against the inside of the rotors when the brake is not even applied.

They don't have much play and that would explain why the cable is not moving on that side when I pull the e-brake!

I believe I just need to adjust the ebrake where the brake shoes are.
