Computer Questions...

I have been living on a budget for a LONG TIME. Still rocking a I-7 2600k (circa 2011), and I recently was able to upgrade from a Dual Radeon 5970 (Circa 2004) to a Nvidia 1050ti (and the 5970 still kicked its butt, but no drivers for the games I play).

But I recently had a birthday, and someone bought me a much better Video Card for me, Radeon RX Vega 64LiquidCooled, and all I am doing is bottle-necking because of my CPU/MB. It still functions ok. But I know I am not getting the fullest potential I could.

Bearing in mind, I am still living on a budget, what would you recommend?

Current Rig: MB - asrock z68 extreme3 gen3. CPU - I7 2600k. Mem - DDR3 2x 4gb Corsair Dominator. CPU Cooler - Corsair H110i. plus...
I currently plan to reuse: PSU - Tagen 700w Bronze (4pin main CPU thou) (circa 2008?). Case - Corsair Carbide 500r. Storage - 1x 500gb SSD. 1x 1tb 7200k, 1x 2tb 7200k. Depending on CPU, I may be able to reuse my CPU cooler.

I am an spare time gamer (about 4 hours a week), playing games like The Division 1 and 2, R6 Siege, World Of Warships, Grid 1 and 2, NFS, and a few others.

What would you suggest? I would like some M2 options. It looks like a 1700x or 2600x or 3500 or 3500x on Ryzen, or I7 8700k or i5 8600 or i5 9600 on intel, is a good mix for my Video card. But Budget is key. DDR4 Memory as of late has been cheap, but if using a Ryzen setup, high end memory (3200mhz and up)and 16g or more, is required.

Edit: Under my current rig, I never get above 550 watt use on my PSU, even with the dual 8 pin GPU. So room to grow.
