Answer: Impatience. Apparently I wasn't getting a good connection with my test leads.

Question:

The top 2 bulbs are out, the bottom one works.

In the vehicle I checked the voltage at the lamp while it was on and got just over 10v.

I take the board out and hook it up to a regulated 12v power supply and the lamp does not light up /dogheadtilt.

Note: It's the switch from the overhead console. migate window, rear window, sliding roof.

I haven't worked on that particular board, but shot in the dark here... When you had it hooked up to your bench setup, did you also confirm there was 12V at the pads? I have seen odd circumstances where voltage needed to be applied to 2 places, and 1 ground. Like a power supply, and turn on signal...

Naw, I was just frustrated over the fuse identification thing and running short on time due to my kids pending soccer practice and didn't get the jumper connected properly.
