After restoration I was suprised to see a large gap

So I bought a 2003 gmc envoy xl (slt) 5.3 (LWB) with a bad front clip, everything works fine except for bad tensioners/belt causing engine noise (which made the seller think it's toast) and dented fenders and broken bumper/grill/headlight. I got everything fixed and buttoned up and no-matter how I adjust the front bumper there is that large gap that I could stick my thumb into it easily. It really looks ugly because you could see the bolt that bolts the fender. I believe this was an issue with the earlier years because I saw some 2006+ that doesn't have that large gap. Anybody did any mods that fixes this issue or just live with it?

Btw if you're local in KC MO, I have 2 black fenders and a hood in very good condition, make an offer...

Passenger side definitely either headlight and bumper are sitting lower, or the fender is sitting higher. Not sure which, or maybe a combination.

I'd figure out why the headlight is sitting low in relation to the fender first and get that squared up. Then once that is all set, move on to fixing the bumper cover mounting. You might just have to take the headlights, grille, and bumper off, and then just look for what's bent/broken/poorly patched/etc.

Wonder if it could be the plastic bumper mounts? You.know, the ones that always break off.

bumper mounts are not broken and that's the one that even if I push it up the large gap is still there (and that mount limit it from that point). It's probably larger because the spacer foam is not there but I think even with the spacer foam it's still a large gap. Passenger headlight just become loose when I re-installed it (didn't push the retaining clips hard enough)

Is it possible that there are differences in years or models (i.e. Denali)?
