There's something that the PCM doesn't like and preventing it from turning on. Off the top of my head, the following are things that would inhibit the A/C operation:
- too low pressure
- too high pressure
- wide open throttle acceleration
- low outside temperature (below freezing)
The ambient temperature sensor might be faulty. If it thinks it's below freezing, it won't turn on.
I am not familiar with the full size truck's HVAC system. Maybe it's a faulty HVAC control module. At this point, you may need the dealer to diagnose with a Tech 2 scanner to see what is preventing it from turning on.
