NEED HELP 99 Suburban – 4 Headlights – High Beam Problem

I have a 99 Suburban. It has 4 headlights. The outer headlights are the low beam and daytime running lights. They work. The inner two lamps are the high beams and these bulbs light up as well. But when I hit the high beam switch the inner two bulbs turn on … the outer two bulbs (low beams) turn off. So there is no additional light output. The high beam switch simply swaps from the outer two bulbs to the inner two bulbs.

This makes no sense to me. In high beam mode, I think the outer two bulbs should lit and the inner two bulbs should be lit. Since all the bulbs light up at some point, replacing bulbs will not help. I suppose it could be a relay problem or something. Any help would be appreciated.

Never mind, apparently this is normal operation for this truck. I guess there is a mod to keep all four lamps on, but I'm not going to do this. Thanks,
