I don't know if it's supposed to, but I just noticed from the reflections on the car in front of me this morning. My daytime running lamps around the headlights were bright and when I hit my brakes they dimmed. It was full sun. Is this a normal condition?

Have you confirmed this by actually looking at them while someone presses on the brake pedal? Maybe check the vehicle voltage holds steady as this might be a charging system issue that is not maintaining proper voltage. Does it do the same when you have the headlights on? I'd check the grounds for the headlights and the taillights as they may be drawing from each other in some way. Also check the headlight module (aka: relay) that may be failing.
