04 TB No low beams, no power to HDM Relay 46 Pin 2 - where does Pin 2 power come from

I know about replacing relay 46 to get headlights back - have had to replace before. This time, I replaced relay but still no low beam. Checked for power at Relay 46 Pin 2 and there is no voltage. Jumped 12V to Pin 4 and headlights come on.
Were does power for for Pin 2 come from? I cannot find any wiring diagrams that go beyond B+ at Pin 2

That's because, for safety, there is NO fuse upstream from the relay. B+ is straight to the battery by way of a fuse block bus bar. The low beam lamps each have a fuse downstream, between the relay and the lamp. Your fuse block may have a problem.
