A great tool to use for reducing the size of images on a Windows PC is Image Resizer. It was an old Windows XP PowerToy which was dropped by MS. Someone was nice enough to adapt it to newer versions of Windows.
Very easy to use. Just highlight the picture(s) you want to resize, right click>resize images. Done. Large setting brings it to under 1MB. Medium is plenty for on-screen viewing.
