Rack and Pinion Steering Output Shaft Wobble?

My steering has felt vague since I bought it back in March I figured tie rod ends. I put it up on jack stands and had Mrs. Eightshot turn the wheel I couldn’t see any movement so I figured it was inners. I got both inner and outers I took the inner boot off and went to put the inner tie rod wench on it and it wouldn’t go on, the socket is to shallow so that’s going back to Harbor Freight. I got to moving the ITE around and couldn’t feel any play in it. I reattached the OTE and had Mrs. Eightshot turn the wheel with the boot off. Again no play in the ITE but after watching the steering output shaft it looked like the shaft was wobbling slightly.

1. Should it wobble?
2. Could this be the source of steering feeling?
3. Is there a way to fix it without removing the rack and pinion?
