High beam lower than lower than low beam

Just installed new headlight housing, had them properly aligned but noticed when I switched to high beam the beam was significantly lower than where the low beam was. Does anybody know if the high beam can be adjusted or have had this similar problem?

The 2 bulbs are part of the same leveling assembly, so moving one, will move the other. Can you confirm the bulbs are seated firmly? No wiggling from the backside?

One of my extra sets of headlights had that issue, but with the low-beam. The metal circular tab that locks the bulb in place was put on rotated the wrong way.

Can you take a pic of the bulb in the passenger high beam bucket? Really does look like a seating issue.

That what was wrong on one of mine, that tab that the bulb locks into was put in rotated 90 degrees the wrong way. Have you tried rotating it and putting it back in place to see if it changed the angle of the beam pattern?
