Bilstein strut problem

I am replacing a Bilstein shock with a new one in the front strut on my 2006 SS and I can't get the lower washer off to transfer it and the boot onto the new one. There is a piece above it that doesn't unscrew or hammer off. Am I missing something?

Is the shock inside a spring?
